Wild land Fire Awareness: Outdoor activities

Laredo, TX, December 27, 2007:
The Laredo Fire Department urges citizens to take extra precautions this year to avoid the threat of wild fires. High winds and dry conditions can set the stage for potentially severe fires.
An estimated 90 percent of all Texas wildfires are caused by human activity. The greatest causes are fireworks, discarded cigarettes and burning embers are blown into the air. Laredoans can help prevent fire if we:
· Avoid burning trash. This is not permitted by City ordinance
· Do not use fireworks during the holidays
· If you smoke in your car, extinguish cigarettes in vehicle ashtrays. Never toss a cigarette out of a car window, and don’t put cigarettes out on the ground
· Be careful when pulling off a road or driving into a field
· Keep a fire extinguisher and water handy when working outdoors with equipment that gets hot, or involves sparks, such as welding equipment. Water down outdoor work areas in advance if possible.
On behalf of the Laredo Fire department, we want to thank you for your cooperation and we wish you a safe and Happy New Year.

This message is brought to you by the Laredo Fire Department and the Governor’s Division of Emergency Management

Wild land fires plague city

Laredo, TX, December 27, 2007:
Farm and ranch families and citizens living in rural areas can help protect their property during potentially severe wildfire seasons by taking precautions before wild land fire breaks out. The Laredo Fire Department recommends clearing a 30-to50 foot space around homes and other buildings. Keep grass mowed down whether it is dormant or still green.
Clear brush from areas between trees. Prune any lower branches. Make sure the areas beneath utility lines are clear of brush, tall grass and trees in order to protect essential services. Make sure your home address, with both the house number and street name, is clearly visible. Other wild land fire safety tips include the following:
· Clear vegetation between buildings and nearby fields or woodlands to create an area that does not feed the fire. Clear areas along the roadways.
· Keep mufflers and spark arresters on agricultural equipment in proper working order.
· Monitor hay-bailing operations closely. Check for hot bearings or hay caught in rollers. Keep a fire extinguisher handy.
· Watch out for sparks when using welding equipment to build fences or repair equipment.
· Avoid driving or parking vehicles in grassy areas where tall, dry grass can come into contact with hot pollution control equipment (mufflers) under your vehicle.
· Postpone outdoor burning until your areas greens up. Check to see if a burn ban is in effect with the Fire Department.
On behalf of the Laredo Fire department, we want to thank you for your cooperation and we wish you a safe and Happy New Year.
This message is brought to you by the Laredo Fire Department and the Governor’s Division of Emergency Management

With this said, we want to remind the community to continue observing safety water safety tips such as the ones listed below:
v Learn to swim. The best thing to do to stay safe in and around water is to learn how to swim. Courses are offered for any age.
v Swim in areas supervised by a lifeguard.
v Read and obey all rules and posted signs.
v Don’t allow running or rough play around the water.
v Children or inexperienced swimmers should take precautions, such as wearing a US Cost Guard approved personal flotation device, when around water.
v Before you go down a water slide, get in the right position – face up and feet first.
v NEVER LEAVE CHILDREN OR INFANTS UNATTENDED!!
v Learn CPR.
v Warn your children about playing in canals or other fast moving water (especially after a storm with heavy rains).

More Rain Expected

More rain is expected ver the next few days and we want to remind the public about the dangers of potential flooding of roadways. When approaching a flooded roadway, please remember these tips:

· Nearly 50 percent of all flash flood fatalities nationwide involve vehicles. Saving your life can be as easy as turning your car around when you see water on the road. Never attempt to drive through flooded roadways.

· Even in relatively shallow water, tires can act as flotation devices, lifting up big vehicles and sending them downstream. It takes only two feet of water to float a 3,000-pound car.

· Beware that water covering roadways may hide washed-out bridges or gouged-out roadbeds. If you attempt to drive across, you may not be driving on a road.

· In rainy weather, be alert and stay tuned to local radio or TV.

· If you are in a low-lying area when flooding is occurring, get to higher ground quickly. And be sure to avoid canyons and washes that can channel swift water.

· Do not attempt to cross flooded roads or streams on foot. It can take as little as six inches of water to knock an adult off his or her feet. Furthermore, water may be flowing more rapidly than it appears.

· Never allow children to play near ditches and storm drains.

· During stormy weather, do not camp or park vehicles along streams or washes.

· Be especially cautious at night when it is harder to see flood dangers.

Also, when driving in wet weather, please keep in mind the following:

Drive Slowly
Slowing down is the most important thing you can do when driving in slippery conditions. Driving slow keeps a greater amount of tread in contact with the ground, which gives you more stability and control. Keep a steady pace and avoid sudden turns, braking, and accelerating. You should also try not to pass other cars if possible.
Keep a safe distance from the car in front of you
It could take you as much as three times longer to come to a complete stop when the road conditions are wet. Avoid tailgating whenever possible, and be on the watch out for brake lights in front of you and up the road. Leave your headlights on for the benefit of those driving around you.
Know what to do when skidding or hydroplaning
Never slam your brakes when you begin to lose control of your car on slick surfaces. You should press your breaks steadily and with slight firmness, while steering in the direction you are skidding. If you have anti-lock brakes you should apply more steady pressure and avoid pumping them.
Hydroplaning is a result of hitting water on the road and gliding across it. When your car begins to hydroplane you should remove your foot from the gas, hold the steering wheel steady, and very lightly apply the brakes. With a manual transmission you should push in the clutch and let the car slow down on its own.
Don’t drive when tired or distracted
Driving in wet road conditions, especially at night, requires your full attention. If you feel yourself getting drowsy while driving you should pull over until you feel alert again. Avoid anything that will take your attention from the road or your hands off the wheel. Especially things like eating, drinking, or talking on a cell phone.
Prepare for wet weather by checking your tires
You should check your tires with regularity for the proper amount of tread and tire pressure. Tread at less than 1/16th of an inch will be poor at handling wet road conditions. Use your owners manual to find out the proper tire pressure for your vehicle.

I'd like to thank the Governor's Division of Emergency Management for ther guidance in assembling the provided information.

Youth burned at BBQ

A young male received burns to his body after pooring gasoline on a fire at BBQ at a local residence early Saturday morning. Fire department crews quiclkly responded after receiving the call. He was treated and transported to a local hospital for further treatment and evaluation.

Remember these Safety tips offered by the Nationl Fire Protection Association:

1)Gas and charcoal BBQ grills must only be used outdoors. If used indoors, or in any enclosed spaces, such as tents, they pose both a fire hazard and the risk of exposing occupants to toxic gases and potential asphyxiation.
2)Position the grill well away from siding, deck railings and out from under eaves and overhanging branches.
3)Place the grill a safe distance from lawn games, play areas and foot traffic.
Keep children and pets away from the grill area: declare a three-foot "safe zone" around the grill.
4)Put out several long-handled grilling tools to give the chef plenty of clearance from heat and flames when flipping burgers.
5)Periodically remove grease or fat buildup in trays below grill so it cannot be ignited by a hot grill.
Charcoal grills
1)Purchase the proper starter fluid and store the can out of reach of children, and away from heat sources.
2) Never add charcoal starter fluid when coals or kindling have already been ignited, and never use any flammable or combustible liquid other than charcoal starter fluid to get the fire going.
Propane grills
1)Check the gas cylinder hose for leaks before using it for the first time each year. A light soap and water solution applied to the hose will quickly reveal escaping propane by releasing bubbles. 2)If you determine your grill has a gas leak, by smell or the soapy bubble test, and there is no flame:
Turn off the gas tank and grill.
a)If the leak stops, get the grill serviced by a professional before using it again.
b)If the leak does not stop, call the fire department.
If you smell gas while cooking, immediately get away from the grill and call the fire department. 3)Do not attempt to move the grill.
4)Use only equipment bearing the mark of an independent testing laboratory. Follow the manufacturers’ instructions on how to set up the grill and maintain it.
5)Never store propane gas cylinders in buildings or garages. If you store a gas grill inside during the winter, disconnect the cylinder and leave it outside.

A final word about cookouts: Propane and charcoal BBQ grills must only be used outdoors. If used indoors, or in any enclosed spaces, such as tents, they pose both a fire hazard and the risk of exposing occupants to toxic gases and potential asphyxiation.

Be Prepared with a Familiy Emergency Kit

Following a disaster, officials and relief workers will provide assistance, but they will not be able to reach everyone immediately. To sustain your family before help arrives, prepare a disaster supplies kit. It is best to keep your emergency supplies, except your credit cards, cash, and documents, in portable containers (such as plastic tubs) in case you need to evacuate. If you do this, you can be ready to leave much more quickly.

Your kit should include the following items:

· Bottled water (three-day supply of four quarts per person per day)

· Food (three-day supply of non-perishable foods such as canned meats, fruits and vegetables)

· Can opener, pocket knife, eating utensils, cups, plates and bowls

· First-aid kit and at least a 30 day supply of prescription medicines

· Battery-operated radio and extra batteries

· Flashlight and extra batteries

· Tools, tape, plastic sheeting, signal flares and matches

· Fire extinguisher

· Sanitation products such as toilet paper, paper towels, soap, detergent, bleach and disinfectant

· Clothing and bedding for each family member.

· Special items for babies, the elderly, disabled persons or others with special needs

· Cash or traveler’s checks

· Important documents (kept in waterproof containers) such as insurance policies, deeds, titles, stocks, birth certificates, passports, wills, immunization records, etc.

· If you have a pet, include pet food, a carrier or cage, and, where appropriate, a leash in your supplies.

City prepares for Dean

Laredo, TX, August 27, 2007: Members of the City’s Emergency Management Team and City Manager’s Office met to prepare for next week’s possible landfall of Hurricane Dean along the Texas coastline. Preparations include local and state coordination of resources, state and weather service conference call participation and constant monitoring of the event.

The State of Texas Division of Emergency Management has designated the City of Laredo a host city for those that may need to evacuate affected communities along the cost. Local emergency shelters will be opened if necessary to receive as many as 5000 evacuees.

City officials would like to remind citizens that this event could possibly bring heavy rainfall to our area and necessary precautions should be taken such as preparing a family emergency

kit, having a family emergency plan in place and refueling your vehicles. See the attached examples for reference.

Also, we want to discourage anyone from driving through flooded roadways as this places you and others in harm’s way.

Fire Dept. urges caution during heavy rains

The City of Laredo and surrounding areas may experience heavy rain over the next 72 hours. The flood conditions that follow are the of cause many vehicles becoming stranded on city streets leaving motorists at the mercy of the hazardous conditions.
This creates a dangerous situation especially in flooded, low-lying areas where water currents may sweep victims off their feet. We urge citizens not ignore traffic barricades and other traffic advisories for the sake of their safety.

We would like to encourage citizens to follow these simple tips that may possibly save their lives and the lives of loved ones:

· Most of all flash flood fatalities nationwide involve vehicles.

Be sure to avoid canyons and ravines that can channel swift water.

In addition to these tips we want recommend that the public prepare for the heavy rainfall and storms that we may experience. Prepare a home emergency kit and stay tuned to local news for updated weather reports and instructions. Here are some examples of what to include in a home emergency kit:
Water, one gallon of water per person per day for at least three days, for drinking and sanitation
Food, at least a three-day supply of non-perishable food
Battery-powered or hand crank radio and a NOAA Weather Radio with tone alert and extra batteries for both
Flashlight and extra batteries
First aid kit
Whistle to signal for help
Dust mask, to help filter contaminated air and plastic sheeting and duct tape to shelter-in-place
Moist towelettes, garbage bags and plastic ties for personal sanitation
Wrench or pliers to turn off utilities
Can opener for food (if kit contains canned food)
Local maps
The City of Laredo will open shelters to receive anyone that may require temporary shelter. The Civic Center located at 2400 San Bernardo will open at 8 PM or earlier if necessary. Other shelters will open as needed around the city and their The locations will be announced at the time they open.
For non-emergencies and inquiries you can call 956/795-2800.
If you think you’re in danger, help is only a call away. By dialing 911, rescuers will arrive to assist you during any emergency. As always, the Laredo Fire Dept. remains ready to respond to these types of emergencies as well as others.

· Be sure other people are out of range before lighting fireworks.
· Only light fireworks on a smooth, flat surface away from the house, dry leaves, and flammable materials.

City experiences heavy rains and flooded roadways

Torrential downpoors slammed our city in the early morning hours of sunday causing flooded roadways and flooding inseveral sections of town. Lighting struck a residence in the Azteca neighborhood setting on fire. Fire crews responded to emergency calls most of the night rescuing may stranded motorist and others that needed assistance as a result of the storm.

One fatality was recorded when a van with 5 passengers was swept away by currents when attempting to cross a flooded roadway.

Meterologists recorded as much as 8 inches of rain. The flood conditions that followed caused many vehicles becoming stranded on city streets leaving motorists at the mercy of the hazardous conditions.

Be sure to avoid canyons and ravines that can channel swift water.

Hot weather tips

Laredo, TX, June 12, 2007:
As the hot weather season approaches, the Laredo Fire Department wishes to remind citizens of Laredo and surrounding areas to take special precautions and guard against heat related injuries. Heat-related deaths and illness are preventable yet annually many people succumb to extreme heat. Historically, from 1979 to 1999, excessive heat exposure caused 8,015 deaths in the United States. During this period, more people in this country died from extreme heat than from hurricanes, lightning, tornadoes, floods, and earthquakes combined. In 2001, 300 deaths were caused by excessive heat exposure (Source CDC). Summer weather in our City can reach temperatures in excess of 100 degrees on average. Temperatures are expected to rise in the weeks ahead therefore, heat injury prevention must be emphasized. Preparation is the best way to reduce or prevent heat related injuries.

Here are some tips to keep cool during periods of excessive heat:

Slow down. Avoid strenuous activity. If you must work outside, try to do it during the coolest part of the day – usually in the early morning.

Stay indoors as much as possible. If you don't have air conditioning, stay on the lowest floor of a building out of the sun. Use electric fans if you have them. They don't cool the air, but they do help sweat to evaporate, which cools your body.

Drink plenty of water regularly, even if you don't feel thirsty. Your body needs fluids to keep cool. Avoid beverages with caffeine, such as coffee, and alcohol.

Eat smaller meals, but eat more often.

Wear loose, lightweight, light-colored clothing and a hat. Light colors reflect heat and sunlight, and help your body maintain normal temperatures.

Don't get too much sun. Sunburn makes the body's job of keeping cool more difficult.

Check on the elderly, children, and those who are ill; all are vulnerable to excessive heat.

Ensure that your pets are provided with shade and adequate water.

There are different types of heat related injuries and listed below are the more serious.

Heat Cramps – Symptoms include painful cramping and spasms of legs, arms and/or abdominal muscles.
Heat Exhaustion – Symptoms include feeling tired, weak and dizzy; headache nausea and possible vomiting. Heavy perspiration; skin feels moist.
Heat Stroke – Symptoms include feeling tired, weak and dizzy, skin feels hot and dry – even under armpits; skin also appears red and flushed. May become delirious and unconscious. This is a life threatening situation! Call 911.

As always, the Laredo Fire Dept. remains ready to these types of emergencies as well as others.

LFD offers water safety tips

Laredo, TX, June 5, 2007: The Laredo Fire Department wishes everyone a safe and happy summer. With hot weather on the way, many will seek to cool off in area pools and lake. We would like to offer some water safety tips that will help in keeping everyone safe.
* Learn to swim. The best thing to do to stay safe in and around water is to learn how to swim. Courses are offered for any age.

* Swim in areas supervised by a lifeguard.

* Read and obey all rules and posted signs.

* Don’t allow running or rough play around the water.

* Children or inexperienced swimmers should take precautions, such as wearing a US Cost Guard approved personal flotation device, when around water.

* Before you go down a water slide, get in the right position – face up and feet first.

* NEVER LEAVE CHILDREN OR INFANTS UNATTENDED!!

* Learn CPR.

* Warn your children about playing in canals or other fast moving water (especially after a storm with heavy rains).

* Don’t mix alcohol and swimming. Alcohol impairs your judgment, balance, and coordination. It also affects your swimming and diving skills as well as reduces your body’s ability to stay warm.

Please feel free to contact our office if you should have questions or require more information.

As always if you think your in an emergency, Dial 911 and help will be on the way.

HYPERTHERMIA IN CHILDREN LEFT IN VEHICLES

Hyperthermia in children left in vehicles
Laredo, TX, February 26, 2007: As warmer weather approaches, we want to remind the citizens of Laredo never to leave children alone in the car. Our climate can become very hostile during the spring and summer and these conditions can cause serious injury and even death to our most precious resource.
In 2006, there were at least twenty-nine deaths of small children after being left inside a hot vehicle. Some of these even occur on days with relatively mild temperature. Since 1998, there have been 300 of these needless tragedies.
Safety recommendations
* Never leave children in an unattended car, even with the windows down.
* Be sure that all occupants leave the vehicle when unloading. Do not overlook sleeping babies.
*Make “Look before you leave” a routine whenever you get out of your car.
Facts
*Heatstroke occurs when the body core temperature reaches 104 degrees (F).
*A body core temperature of 107 degrees (F) is usually fatal.
* A child’s body warms 3 to 5 times faster than an adult’s does.
Please Laredo, parents and caregivers need to get the word out that a car is not a babysitter but it can easily become an oven.

Candle Safety Tips

The NFPA (National Fire Protection Agency) reports that candle fires account for an estimated 5% of all home fires. In 2002, candles were the cause of 18,000 reported home fires, resulting in 130 civilian deaths, 1350 civilian injuries, and an estimated $333 million in direct property loss. Fires caused by unattended candles are very common in our City. We encourage citizens of Laredo and surrounding areas to follow the following safety tips. Remember, fires are preventable.

Candle Safety Tips:

Place candles in sturdy, nonflammable holders (metal, glass, ceramic) that are large enough to collect dripping wax.

Always keep candles out of the reach of children and pets.

Always attend burning candles. Extinguish all candles before leaving the room or going to sleep.

Do not carry a lit candle during a power outage; use a flashlight instead.

Keep candle wicks trimmed to ¼ inch and extinguish when the flame gets too high. Once the candle cools down, re-trim the wick to ¼ inch. This keeps the candle burning slower and with less smoke.

Do not use lighted candles on or near a Christmas tree.

Consider using flameless candles. This alternative to traditional candles allows you to enjoy the glow of a real candle without the hazards of smoke, melting wax, or fire. Battery-powered flameless candles can be practically indistinguishable from real candles to the casual observer, with options including real wax, flickering glow, and a variety of pleasing scents.

Wet weather driving tips

The Laredo Fire Department would like to offer the following safety tips due to the recent rains.
Driving in the rain can be a safety challenge. According to the National Safety Council, losing control of a vehicle is avoidable by following these preventative measures.
Prevent skids by driving slowly and carefully, especially on curves. Steer and brake with a light touch. When slowing or stopping, don't brake hard or lock the wheels and risk a skid. Maintain mild pressure on the brake pedal.
If the car begins to skid, remain calm, ease off the gas pedal and carefully steer in the direction you want the front of the car to go. For cars without anti-lock brakes, avoid using the brakes. This procedure, known as "steering into the skid," will bring the back end of the car in line with the front. If the car has anti-lock brakes, brake firmly as you "steer into the skid."To avoid hydroplaning, keep tires properly inflated, maintain good tread and replace them when necessary. Slow down when roads are wet and stay away from puddles. Try to drive in the tire tracks left by the cars in front of you.
If the car is hydroplaning, don't brake or turn suddenly. This could cause the car to skid. Ease off of the gas pedal until the car slows and you can feel the road again. If you need to brake, do it gently with light pumping actions. If the car has anti-lock brakes, then brake normally; the car's computer will mimic a pumping action, when necessary.
Stay safe on the roadways and always use caution when driving in inclement weather.

City resumes operation

The City of Laredo resumes normal operation after cold front releases grip on South Texas. City officials decided to close city offices on Wednesday 17th, 2007 due to the unusually colder weather. All non-essential personnel were asked to remain home. Concerns of hazardous conditions throughout the city prompted the decision to scale back operations in the interest of public safety. International bridges remained open and El Metro buses ran according to normal schedules. Fire and Police personnel worked their normal assignments and remained ready, as always, to respond to weather related or any other emergency.

City officials prepared for this event by taking these precautionary measures and others to ensure that action was taken to protect the citizens of Laredo. The consequences of failing to plan and prepare can lead to negative outcomes as we have learned from other cities and states.
As a result of this preparation, no injuries nor deaths have been reported.

Shelter 1: Laredo Civic Center 2400 San Bernardo

Shelter 2: Salvador Garcia Middle School 499 Pena Dr. (Rio Bravo, TX)

Both shelters will open at 5 pm and will have Laredo Fire Dept. Paramedics standing for those that need emergency medical attention

Cold weather safety tips

The city of Laredo is experiencing colder than usual temperatures for this time of year. Freezing may occur as a result of the low temperatures. With this in mind the Fire Department has the following safety tips for the citizens of Laredo and surrounding areas:
*Do not venture out if you do not have to. If you do need to go out, limit your exposure, and know your limitations. Dress in several layers, and wear a waterproof and or windproof outer layer.
*Should your clothes become wet, remove your self from the environment and remove the wet clothing immediately.
*Finger tips, earlobes and noses tend to be highly susceptible to frostnip and frostbite. Keep these areas covered while out in the cold weather. The body loses approximately 40% of its heat through the head. Wearing a hat will help conserve body heat.
Frostnip is a common and reversible result of exposure to the cold. Persons suffering from Frostnip can easily rewarm cold fingers, toes or nose by gently rubbing these areas briskly.
Frostbite however is a more serious condition caused by long exposure to the cold. This, if left untreated may result in the actual freezing of an extremity, digit or nose. DO NOT ATTEMPT TO REWARM A FROSTBITTEN EXTREMITY BY RUBBING IT. Re-warming must be done gradually and in an Emergency Department.
*The very young, the elderly and or infirmed also tend to be prone to cold related injuries. It is important to monitor children, and to regularly check on elderly relatives or neighbors
*If you anticipate being out in the elements for an extended period of time do not smoke or consume alcohol. These items cause changes in the circulatory system making the body even colder.
*Make sure you have a working smoke detector in every bedroom and on every level. Check and change the batteries often.
*Do not attempt to heat your home with the oven. Burning gas in a closed house or apartment uses up oxygen and produces deadly carbon monoxide gases
*Kerosene heaters are dangerous. Make sure that electric heaters and blankets are U.L. or F.M. rated, and kept away from any combustible materials such as draperies and linens. Unplug electric blankets and portable electric heaters when not in use.

Emergency Shelters close temporarily

The cold weather emergency shelters will temporarily close. Emergency Management officials will continue to monitor the weather through the day to determine if re-opening is necessary. Should the shelters re-open, a press release will be distributed.
